In Memoriam: Council Baradel Remembers Frederick C. Sussman

Council, Baradel, Kosmerl & Nolan, P.A. mourns the passing of our longtime colleague and friend, Frederick C. Sussman, who died on Saturday, January 17, 2026, at the age of 75.

Fred was an exceptionally devoted attorney whose career left a lasting imprint on municipal law in Maryland. He had an esteemed legal career which included serving as the attorney for the City of Annapolis and as a municipal law attorney representing numerous municipalities throughout the State of Maryland. His professional excellence was recognized through many honors, including his induction into the Anne Arundel Chamber of Commerce Business Hall of Fame. Fred was a Partner at Council Baradel for over 25 years. 

Beyond his legal practice, Fred was deeply committed to public service. He generously gave his time and expertise to the community, serving for many years as Chair of the Financial Advisory Commission of Annapolis and as a member of the Board of the Anne Arundel Chamber of Commerce. He was also actively involved in his synagogue, Congregation Kol Shalom. 

Fred is survived by his loving partner, Sharon Kolstad; his children, Jennifer Sussman and Neil Sussman (Sharon DeLeon); his brother, Ed Sussman (Ellen Siegel); Sharon’s children, Brian (Susannah) Kolstad and Lauren (Bradley) Foster; and Sharon’s grandchildren, Henry, Jack, Margaret, Madison, and Peyton. He was predeceased by his wife, Robin Beer Sussman, and his parents, Harvey and Muriel Sussman.

Fred will be deeply missed by his colleagues, clients, and the many communities he served. His contributions, both professional and personal, made a meaningful difference, and his memory will endure.
